Salik Development Foundation (SDF) is a Partner Organization of PPAF since 2002 and is providing outreach in Community Physical Infrastructure (CPI), in Rural and Urban communities of District Mardan, Distt Swabi and District Peshawar and now in district kohistan behind that IDPs support program in jalala and Jlozo camps. Additionally, Salik Foundation is also being partnered by other international development agencies such as the UNICEF, Catholic Relief Services, TVO/European Commission, Action Aid, Pmpier De Urgen and Secure Pupulair (France) OXFAM, UNICEF AJK, NCHD, DSP Govt of Pakistan for providing outreach in CPI, Primary Healthcare, Primary Education, Child Rights/Child Protection, Environmental Protection, Advocacy, Water Supply, Sanitation, Agriculture Development and Women in Development in NWFP.
Background of CPI…
CPI program launched in District Mardan, Swabi and Peshawar in 2002 and completed successfully, now Salik Development (SDF) signed an agreement for CPI in district kohistan to empower the general community. the CPI schemes get started in January 2010. The main schemes and activities of CPI are construction of link roads, street pavement, construction of main drains , street drains, and capacity building of COs.
The project staff consists of one CPI coordinator, two engineer and an accountant. The CPI Coordinator is responsible for all project implementation activities, planning and management with the assistance of social organizer. Social organizer attends community meetings and gatherings. He is especially responsible for social mobilization and in fact he is the person of the community. The job description of engineer is to analyze COs proposals, project area survey and preparation of estimated budget for schemes. Accountant maintain all project accounts and he also facilitate COs for accounts maintenance.
Summary of previous phases and AchievementsSocial organizer is the match stick and burn the fire of sensitization. He goes to the community and meets with project stake holders i.e community leader, teachers, social workers, religious leaders, Imam Masjid, youth and farmers for choosing an activist. He meets individually and collectively with community members of project area for social mobilization and organization purposes. CPI coordinator prepare community for 20 % shares against 80 % grant from SDF. This process usually takes 3 months. After the period of 3 months the CO becomes well organized for project implementation. The COs pass a resolution to show there eagerness and need for the scheme. The they send the resolution to SDF head office and the CPI project staff analyze the proposal and finally project approval Committee approve the proposal. The project work begins under supervision of CPI project staff and concerned CO.
Phase I I (Nov, 02 to Oct, 03)
PPAF and Salik Foundation entered into partnership agreement in October 21, 2002.Under this agreement Salik Foundation has successfully completed 14 CPI schemes with Rs.22,40,000 as PPAF share and Rs.1,97,000 as an operational cost. These were 14 drinking water supply schemes. These projects benefited around 14 COs, 4535 households and 36280 persons.
Phase II (Nov, 03 to Jun, 04)
The financing agreement between PPAF and Salik Foundation was signed Nov, 2003. As per agreed implementation plan the PO has successfully implemented 30 CPI schemes. Projects include 18 drinking water supply, 6 link roads, 5 sanitation and 1 scheme of flood protection. On completion these projects benefited over 8013 households and 64104 persons. The total cost of these projects is Rs.53,00000 including Rs.50,00000 as PPAF share and Rs. 3,00000 as an operational cost.
Phase III (Oct, 04 to Jun, 05)
The financing agreement between PPAF and Salik Foundation was signed in Oct, 2004. As per agreed implementation plan the PO has successfully implemented 24 CPI projects. Projects include 9 Hand Pumps,. 6 Link roads, 1 Irrigation and 8 sanitation Schemes. On completion these projects benefited over 5304 households and 42405 persons. The total cost of these projects is Rs.50,37,750 including Rs.44,99,150 as PPAF share and Rs. 4, 49,000 as an operational cost.
Phase IV (Jul, 05 to June, 07)
The financing agreement between PPAF and Salik Foundation was signed in July, 05. As per agreed implementation plan PO had to initiate 45 CPI schemes, but Salik Foundation has completed 48 schemes. Projects include 15 Hand Pumps, 8 link roads, 1 irrigation and 24 sanitation schemes. The total cost of these projects is Rs.12, 690,000 including Rs.11536000 as PPAF share and Rs. 10, 32,000 as operational cost.
Phase V (April, 08 to June, 08)
The financing agreement between PPAF and Salik Foundation was signed on March 24, 08. As per agreed implementation plan PO completed 6 CPI schemes along with an additional project. Projects include 2 DWSS, 1link roads and 4 sanitation schemes. The total cost of these projects is Rs.2, 083,000 including Rs.1, 920,000 as PPAF share, Rs.147,000 as operational cost and Rs.16,000 as Capital Item Cost..
Criteria for CPI Schemes.

• Need based and justified schemes
• Capacity building of Cos
• 20 % share of total cost of the project
• Community Resolution by the CO
• 3 % from community for maintenance and repair work
• Implementation and monitoring of project
In order to keep active community organizations, the social organizers of Salik Foundation hold community meetings with concerned cos and newly formed cos also. In these meetings the methodology of CPI was highlighted.
Salik Foundation has selected backward communities for CPI on the basis of merit and criteria described by PPAF. The criterion is poor and backward communities. And the main aim is to insure capacity building measures in community to improve there standard of life to achieve long term gaols of a prosperous society
In monthly meeting our coordinator visits the for Cos meeting and discussed the problems shared by Cos with our coordinator. In the meeting all COs members describe their progress, saving status and constraints faced during implementation. The problems are discussed and participants give valuable suggestions. On this occasion the CPI staff members facilitate all members of COs for the solution of the problem and future planning.
Social Mobilization and Organization
The CPI social organizer and Coordinator visit the community before schemes. They meet community leaders and common people. The main problems and issues of the community are discussed with the facilitation of SO & CPI Coordinator. The community members are sensitized by the CPI staff for the solution of their problems. And finally a community organization is formed after the period of at least three months. Generally the methodology for social organization is adopted by the CPI staff is as follow.
